I think exponential upkeep in that for each claim the increase in upkeep increases by a percentage each time would be a good idea. It adds a natural cap to the growth of towns, and therefore would add a competitive element to the leading towns. A limit to claims is of course a currently enforced cap but if an element of punishment came when approaching the cap it would add challenge. However the challenge isn't forced which is why I'm for it, since if one doesn't want the extra challenge they keep their town small. After all, if a town has 900 odd claims they'd need to be up for a challenge.
I don't think this would be too hard to implement, perhaps more complex ideas revolving around exponentials could be looked into like a natural increase in upkeep for the longer you have your town.
For context, I think an increase of approx 1% for each claim would be reasonable. This should only affect the larger towns. Could use a function that calculates the upkeep for n claims, where upkeep increment = Ae^(kn). A and k are both constants that can be adjusted. This can be combined with a time function to obtain:
new increment in upkeep = Xe^(an + bt) where X is the base upkeep increment, a = unique constant to increment of upkeep with claims and b = unique constant to increment of upkeep with time. a >> b obviously from what I have proposed.
Exponential growth adds a very interesting element to towny and I haven't seen it in any other servers so it would definitely add another unique element to the server which is what it seems to be going for.
